The UCR system was developed in collaboration between Combat and Tactical Medics, law enforcement officers and medical professionals across the U.S., individuals who may all find themselves in the role of first responder in an operational scenario. The Hartford Consensus states that hemostatic wound care is the most urgent action for penetrating trauma. The UCR Slingpack, Thigh Rig and IFAK Pouch are designed to provide the fastest access to hemostatic wound care materials.

The 5.11 Tactical UCR (Urban Casualty Response) System is designed to provide first responders and professionals with professional medic gear to help respond to Active Shooter or Mass Casualty Incidents (AS/MCI). Specifically, the UCR system supports items 2 and 3 of the Hartford Consensus T.H.R.E.A.T. protocol.
